Valve has turned last years halloween event back on. If you missed the Horseless Headless Horseman or the paper bag masks last year you can get them now. I believe you have to play on the event map to get the items though. Luckily, the group of players I play with is hosting a server that plays the map 24x7:

Just note there has to be at least 10 people for the gifts to start spawning.
