Since it's not detected as a 360 pad, a DirectInput device won't always have the "correct" button mappings by default and the game needs button remapping to get things to match up nicely. In the worst case scenario, the game will refuse to acknowledge the controller at all if it's not a 360 pad -- possible with lazy 360 ports, and I assume the problem here.
Yeah, Ket answered it perfectly. I ended up just using Pam's controller that she uses for FFXIV since it's newer and has a switch to go from DirectInput to XInput and back, so it treats it like a 360 controller.
